position specific training lacking in South africa

I for one cant help but feel that we are lacking in areas like a proper open side flanker and in the second 5/8 area. would it not be to the betterment of SA rugby if SARU can create a coaching structure that can help develop certain coaches to include the required skills for those positions that we are lacking ???? even fullback is also a problem the likes of andre joubert and co has a depth and wealth of knowledge that could really be used to create future talent and help build better depth
